If the policy has been abused and there have been problems with productivity, why not simply manage this issue instead of taking this option away from everyone? Or if Mayer wants to facilitate more collaboration, require that everyone be in the office a certain day of the week? Seems like a very hard line as many kinds of tasks are much better suited to not being in a workplace with constant interruptions, not to mention the lost hours and environmental impact of commuting.
